Crawl the Baseline
Reads every admitted company's document, keeps what changed as a new version, and cuts it into Clauses. One request per company at a time, at least two seconds apart, and a stated crawl delay is obeyed — so a large Baseline takes a while, and that is the point.
Starting a crawl while one is running claims nothing twice: a document already being fetched belongs to the run that claimed it.
